2008年，江苏省坚持以科学发展观为指导，认真贯彻落实《国家知识产权战略纲要》，不断强化宏观管理，加强部门配合，扎实推进各项工作，知识产权保护取得显著成效。
一、实施知识产权战略的新格局初步形成
《江苏省知识产权战略纲要》在省政府第十七次常务会议上原则通过。全省各地相继启动了地方知识产权战略的研究和制定工作，形成了省市联动共同推进知识产权战略实施的良好格局。
二、知识产权宏观管理进一步加强
2008年，江苏省强化了省政府知识产权联席会议办公室建设。制定出台了《企业知识产权管理规范》等一批规范性文件。组织开展了《江苏省知识产权战略实施绩效评价指标体系研究》等9个课题研究，建立了我省知识产权分类统计指标体系。
三、知识产权产出创历史新高
2008年，全省专利申请量达128,002件，位居全国第一位，专利授权量达44,595件，较上年有了大幅度增加。注册商标总数达23.8万件，其中，驰名商标认定总数达103件。各类作品著作权登记8400件, 涉外版权合同登记435份，软件业务出口24亿美元。农业植物品种权申请73件，品种授权40个。
四、企业知识产权工作取得新进展
2008年，江苏省继续组织实施企业知识产权战略推进计划，新确定战略推进计划承担单位188家；继续实施正版正货承诺推进计划，新认定正版正货承诺企业91家；继续推进软件正版化，2008年360家企业完成正版化任务。
五、高校知识产权工作迈出新步伐
2008年，江苏省推进了知识产权学院和知识产权研究所（中心）建设，制定并落实了《知识产权工作管理规定》等一批知识产权规章制度，促进了高校知识产权工作的规范化、制度化。
六、知识产权区域试点示范有效推进
2008年，全省国家知识产权示范创建和试点城市（园区）达到19个，位居全国前列。省级知识产权试点示范工作继续推进，43个县（市、区）被列为示范区域，30个县（市、区）被列为试点区域。
七、知识产权行政执法和司法保护力度进一步加强
2008年，全省知识产权管理部门联合开展专项执法检查30余次，受理专利侵权纠纷案51件，查处各类商标违法案件1766件、各类网络侵权案件53起。南京海关查获涉嫌侵犯知识产权案件121起，全省文化系统收缴非法音像制品1000多万张。法院共审理知识产权民事案件2460件，审结1985件。公安机关共立侵犯知识产权犯罪案件232起，破案218起。
八、知识产权宣传培训工作不断深入
2008年，江苏省以知识产权战略纲要宣传工作为重点，进一步推进知识产权宣传工作。深入开展了知识产权培训工作，南京海关、省外经贸厅、省法院等举办了各类知识产权技能培训班，各省辖市举办企业使用正版软件培训班25期。
九、知识产权国际合作交流进一步深化
2008年，江苏省成功承办了中蒙知识产权执法研讨会。与德国巴符州合作交流取得了明显成效，举办了中德（江苏省-巴符州）知识产权保护研讨会，与巴符州经济部签订了知识产权合作备忘录。与美国、日本和台湾地区的知识产权交流与合作深入开展，互访活动日益频繁。
Summary of Jiangsu Provincial Intellectual Property Protection in 2008
In 2008, Jiangsu Province took the perspective of scientific development as guidance, feasibly implemented the "Outline of National IPR Strategy," constantly strengthened macro management, intensified cooperation among departments, and solidly pushed forward progress of the work. As a result, the IPR cause made a remarkable achievement in year 2008.
I. A New Pattern of Enforcing the IPR Strategy was Initially Formed
The 17th Executive Meeting of the Provincial Government approved Outline of IPR Strategy of Jiangsu Province in principle. All cities in Jiangsu Province started the research and promulgation work of local IPR strategies, so that a good IPR implementation layout that the province and the subordinate cities work in cooperation to promote the strategy was formed.
II. Macro Management of IPR was Further Strengthened
The construction of the Office of Joint Meeting of Intellectual Property of the People’s Government of Jiangsu Province was strengthened. A batch of normative documents such as Rules of Enterprise IPR Management were formulated and promulgated. Nine research topics such as "Research on Performance Evaluation Index System of the Implementation of IPR Strategy in Jiangsu Province" were organized, and a classification and statistics index system of IPR Strategy in Jiangsu Province was established.
III. Output of the IPR Reached a Record High
In 2008, the number of patent applications in Jiangsu was 128,002, which ascended the first place of the country, and the number of granted patents was 44,595, which had a significant increase over the previous year. The total number of registered trademarks was 238,000, in which 103 well-known trademarks were identified in total. The registered copyrights of various works were amounted to 8,400, and 435 contracts of foreign copyright import were signed. The software export reached US$ 2.4 billion. The applied number of agricultural plant rights was 73, in which 40 types were authorized.
IV. New Progresses were Achieved in the IPR Work of Enterprises
The enterprise IPR strategy promotion plan was continuously organized and implemented, and 188 enterprises became new implementation units of the strategy promotion plan. The Promotion Plan of the "Legal and Genuine Copy" pledge was continually carried out, and 91 enterprises pledging "Legal and Genuine Copy" were newly admitted. The legitimization of software was reinforced continuously, and in 2008, 360 enterprises completed the application of legitimate software.
V. IPR work of Universities and Colleges was Taking New Steps
The construction of IPR colleges and IPR research institutes (center) was accelerated; a series of IPR rules and regulations such as Regulations on IPR Management were regulated and enforced; and the standardization and systematization of the IPR work of universities and colleges was promoted.
VI. Regional Pilot Project of IPR was Effectively Promoted
In 2008, Jiangsu Province had 19 national model and pilot cities (parks) of IPR, which was in the first rank of China. The provincial IPR pilot and model work was continuously promoted. 43 counties (cites and districts) were listed as model regions and 30 counties (cites and districts) were listed as pilot regions.
VII. The IPR Administrative Enforcement and Judicial Protection Power were Further Strengthened
In 2008, the IPR management departments across the province jointly conducted special enforcement and examination for more than 30 times, accepted 51 cases related to patent infringement disputes, investigated and dealt with 1766 various trademark violation cases and 53 cases of Internet infringement. The Nanjing Customs discovered 121 cases of suspected IPR infringement, and the culture authorities across the province captured more than 10 million illegal audio-visual products. Courts tried 2460 civil cases about IPR, and resolved 1985 cases. The public security organs altogether put 232 IPR infringement crime cases on record and solved 218 cases.
VIII. IPR Public Education Work and Training was Constantly Deepened
The IPR public education work was further popularized by emphasizing the public education work of the Outline of IPR Strategy. IPR training was solidly organized; the Nanjing Customs, Department of Foreign Trade & Economic Cooperation, Jiangsu Provincial Government and High People’s Court of Jiangsu Province held various training courses of IPR skills; and the cities directly under the province held a twenty-five-phase training course on use of genuine software in enterprises.
IX. International IPR Cooperation and Exchange was Further Deepened
China-Mongolia IPR Enforcement Symposium was successfully hosted. Remarkable achievement was made in cooperation and exchange with Baden-Wuerttemberg of Germany; China-German (Jiangsu-Baden-Wuerttemberg) IPR Protection Symposium was held; and an IPR Cooperation Memorandum was signed with the Department of Economic Affairs Baden-Wuerttemberg. IPR cooperation and exchange with U.S., Japan, and Taiwan was deeply conducted, and mutual visits became more frequent.
